How do you manage cash while waiting for a government payment?

Short answer: List each expected program payment with its amount and earliest realistic date, map the spending that must happen first and find the peak gap. Cover it with retained cash, a bank line, supplier terms or, if the payment is documented, a short private advance repaid when the government money arrives.

Key facts

  • Contributions are usually paid on claims after spending
  • Tax credits arrive after filing and review
  • Plan for payments arriving late
  • Tie any bridge to a documented payment

What it is

Many Canadian programs pay after you spend: contributions are claimed after costs are incurred, tax credits are refunded after filing, and wage subsidies reimburse payroll already paid. That makes them affordable support but creates a timing gap.

This page explains how to plan for that gap, and when a short private advance makes sense and when it does not.

How it works in practice

Cash-flow timing to plan for

The danger is assuming payments arrive on time. Claims can be returned for more information, intake periods can close and reviews take longer than expected. Build a margin of several weeks into any plan.

If you use an advance to bridge, size it to the peak gap and plan repayment from your normal revenue, not only from the expected payment.

Common mistakes with program funding

Using programs and private funding together

Government programs are usually the lowest-cost money available to a Canadian business, and they are worth pursuing first when you qualify. They are also slower, have intake windows and often pay after you spend. Many owners use a short, revenue-based advance only to cover a timing gap, such as paying a share of a project before a contribution arrives, and repay it when the program pays out. Size any advance to the gap, not to the whole project, and confirm that the program's terms allow other financing.

Common questions

Can I borrow against an approved grant?

Sometimes. Lenders will want the approval letter and the claim schedule.

Is a revenue-based advance suitable?

For a short gap with revenue to repay it, it can be. Do not rely on the program payment alone.

What if the payment is delayed?

Your plan should still work. That is why margins matter.
