How it actually works

The federal Women-Owned Small Business (WOSB) Federal Contracting Program, administered by the SBA, allows certain federal contracts in designated industries to be set aside for WOSBs and economically disadvantaged women-owned small businesses (EDWOSBs). Eligibility requires that the business be at least 51% owned and controlled by women who are U.S. citizens, among other criteria, and certification is obtained through the SBA or approved third-party certifiers.

Private-sector certification through organizations such as the Women Business Enterprise National Council (WBENC) is widely recognized by large corporations with supplier diversity goals. Many state and local governments also run their own women-owned or disadvantaged business programs with separate certification.

The benefits are mostly about access, not automatic awards. Certification puts a business on lists that procurement teams search and qualifies it for set-asides, but the business still must compete on price, quality and capacity. Networking events, mentorship programs and matchmaking sessions often come with certification and can be as valuable as the label itself.

Contracts change the funding picture. A signed government or corporate contract demonstrates future revenue, which can support financing for materials, payroll or equipment to perform the work. Large buyers sometimes pay on 30- to 60-day terms or longer, so working capital or factoring may be needed to bridge the wait.

Prepare for the certification process: ownership and control documents, tax returns, financial statements and evidence that women manage daily operations. The process takes time, so start before you need the contracts.
